Why did Obama fail to get Congress' approval on Libya airstrikes?

He did not need their approval for the air strikes. He only needs their approval or authorization to continue them. He has 30 days to withdraw our forces before he is in actual violation of the War Powers act of 1973. Considering we have no ground forces engaged, that would only take a couple of hours.
